cooling problem

Default cooling problem

My 89 chevy trucks ac blows about 55 degrees when cruising down the road down here in south louisiana (highs in the low 90's right now), but when I get stuck in traffic it blow around 65 or 70 degrees. Any feedback on what would be causing this problem is greatly apprecitated. Thanks

Compressor is not turning as fast
Less airflow through the condensor.
