Unless you plan to sell the truck, buy a cluster that fits, roll with it. Other wise it can be repro at the dealer ($$$$$) or some one with HP or efi live should be able to do it.

We need find a used cluster to replace but don't know what her current miles. Last toke it was 156,000 after stop working. Maybe 160-165,000 how it work to pull computer see their mileage then able to reprogram it. Dealership would be expensive doing this I believe it

Yes I know what your saying. I never had mine reprogrammed, been through emissions no issue. Actual mileage is stored in the pcm not the cluster on 03's and up if I remember correctly. Easy enough to just keep a receipt of the bought cluster, As long as it is not being sold with a x mileage as being on it, it is legal to swap them. Or like I said you need it reflashed via tuner or the dealer. Don't see how emissions has anything to do with the cluster, but I also do not know all the laws of Georgia.. I would just find a 03-07C and stick it in there.
