Default Chuggin/studdering/bucking before shifts..need help

Lately, when I am driving and I give it light throttle and just before it downshifts, I get like a chuggin/studdering/bucking feeling from what I believe is the trans. It almost seems like the trans doesn't no what to do (should I shift or shouldn't I shift). But If I give it a little more pedal then it will downshift and smooth out.

Any Ideas?
