My center console latch is not functioning properly. It works roughly 50% of the time.

If I want to take the bottom piece apart do i just remove the plastic cover that is on top of where the latch and mechanism are?

Has anyone had this problem before and could give me advise on which piece may be malfunctioning or need to be replaced?
