Annoying belt squeak on VortecMax

Power steering pulley is almost always the cause besides a bad belt. But since you said that you changed it already we can assume that it can be eliminated as the cause. The power steering pulley alignment needs to be checked. The output shaft of the pump should not stick out past the front edge of the pulley. It needs to be COMPLETELY FLUSH. 1 or 2 MM will not work. This can be done with a Snap On installation tool or equal. Make sure the pulley is aligned and then reverse the belt. If you can read the part number on the belt when installed, turn it around so it faces the away.

Put some valve lapping compound on the belt, the grit will help it grip the pullies and should eliminate the squeak. As mentioned, don't use belt dressing or anything like that, it makes a horrible mess that is impossible to remove.

You can get it at Napa, it's just called "valve lapping compound", it comes in a small container about half the size of an anti-sieze container, and is used when installing valves into heads to have a nice even surface

Reversing the belt, if you are looking at the belt and can read the part number, turn it around so it faces the opposite direction. Now the belt is turning the reverse direction. I have fixed many squeaks by doing this.
