AC compressor cycles on even though AC is off...?

The single high fan for the AC is on its own circuit and relay, which switches on when the AC compressor does. The two low fans have their own relays.

If anyone cares, the AC compressor comes on when:
- The AC button is on, or
- The recirculate button is on, or
- The vent **** is turned to partial or full defrost

It does not come on when the heater is on full hot. Other years/models may be different?
