Default 97' grand prix fan problem

Didn't really know where to post it.

it's my brother's car and it's a 97' grand prix 3.8

he told me it keeps overheating and the fans aren't coming on. Checked the fuses, replaced both the cooling fan relays & the coolant temp. sensor. Also replaced the thermostat while I replaced the coolant sensor. Fans still aren't coming on. Checked all the connections and they're fine. So are both fans shot or is there something small that I could have overlooked? Thanks in advance!

You could manually apply power and ground to the fans to rule that out, if the fans operate while jumped with 12v and ground, then you may have a wiring issue.
