5.7 vortec fuel pump or spider problem?

I have a 98 k2500 with a 5.7 vortec. It starts good most of the time but sometimes needs an extra second then sputters up. From a dead stop at 3/4 to full throttle it sputters and is hesitant then gets better as the rpm's rise, usually when it warms up it isn't as bad. I checked the fuel pressure and is steady right at 40 psi when running. I've read it should be 62-65 running and won't start with at least 55. So my friend I borrowed the gauge from happens to have the same truck and his read 44ish and runs fine. So now I'm baffled and don't want to make a $200 mistake and buy a fuel pump and have to spend another $340 on a Mfi upgrade cause I'd switch the scfi out. The occasional starting problem and gauge reading makes me think the fuel pump but I would assume the problem would increase as rpm's increase. The current spider has what looks like black rtv all over it from previous owner and I know these can cause headaches. The truck smells very rich out of the exhaust but that may be the cat delete. Also I'm getting terrible gas mileage which may indicate injector issue from what I understand. And I'm not throwing any codes or visibly leaking gas. Any suggestions or experiences?? Thanks
