well im about to put in a new caddy cluster, clock spring and sterring wheel with radio controls and im going to have to have the computer programmed for all this to work. I wonder if its just something that can be reprogrammed to make the newer digital controls work?

It's likely something in the BCM which I don't think is tuneable yet. You would have to just find an 06 BCM would be my guess.
