The cam in my sig made a 15-20 RWHP increase in power across the band, but better than that, changed my truck's driving characteristics for the better. I have much more power right off idle than I did with the stock cam, all the way through redline. And though a tune would certainly help, it's by no means required with a cam this mild.
If you're going to tow, I would be leery of any aftermarket converter (with the possible exception of the TT2600). But that's just me. Good luck with your decision.

For the $700-$800 you were talking about spending I'd get a USED Hypertech HppIII and a Yank TT3000 converter. That should absorb the total $700-$800 and give the best bang for the buck. A custom tune might be better, but a lot of the custom tune gain is made by removing TQ management, and I'm not a big fan of that, as most who do it end up not only removing TQ management but also replacing their transmission. The reason I say get a used Hypertech is because if you don't like it (but you will) you can resell it here or on Ebay and get your money back. The Yank converter really does make the truck fun to drive, and its really not as "extreme" as you would think. Where are you located? You might find someone "local" to you who would be willing to take you for a spin in their truck with converter. If you're close to Baltimore you're welcome to go for a ride in mine! Welcome to the site, and a warning, this **** can be addictive!

i am with this guy. i towed with my tt3000 many times it was about a 3000lb enclosed trailer and i took it thru the mountains a couple of times even. an open car trailer is a little heavier but with no 7'x8' wall of steel it is probably less strain on the truck to tow. most of the gains from a tune will come in shift points and rev limiter anyways.

I use my Yukon for towing (over 36000 miles of towing so far). Best mods for the money are Thorley Headers, great for low and mid torque and Corvette servo for 1-2 shifts and downshifts and billit OD servo for crusing down the Highway without constant shifting from OD. Also increased gas milage about 0.5 mpg towing and almost 1 mpg otherwise. Headers $450, servo's $15 and $70.

For his needs: My vote goes for a muffler change and then a tune. Maybe a custom electric fan conversion, if he is thrifty. That should get him a little more power but also bring up the mileage as much as possible.
