I just passed smog in a 2001 Silverado with a high compression 6.0 with a BTR Truck stage 3 218/224 .553/.553 113+3. Deleted the AIR and EGR. They just plug in the computer and see if any trouble codes show up. Its all in the tuning.

However, if you are going forced air, cam, heads, and exhaust are a lot less important. FI will for the most part ignore the restrictive stock equipment. I would buy the SC first and then decide if you need more.
I think you meant on low boost pretty much with a blower (turbo different story) Exhaust starts to get pretty important on more boost with a blower as I understand but not as much so the intake. At least that's what a blown alky rail owner told me lol.
