I like the drive by wire in mine. Hasn't been any issues at all. Is every bit as responsive as my 01 that had the manual cable. If I even tap my peddle at all it jumps instantly.

I would take yours into the dealer to get it checked out if I were you.

Mine revs up pretty quick, but coming back down it's slow as hell. Like from 4k down it takes it like 7-8 seconds to resume idle.

Actually there is something different with the newer trucks, I know for sure that it affects the 04 but not sure about the 03. It seems that they changed the programming to gradually open the throttle from a stop until around 3K RPMs. Here is a log from my 04 5.3 from the Autotap. Here is a link on GM-Trucks where it has been addressed and is being looked into.

Autotap WOT

2004 WOT issue, GM does not allow WOT

FYI, I have an 03 1500HD 6.0L, I took my truck to the dealer for the same thing, bad throttle response, and poor downshifting points. They told me they checked it out and that everything was operating within design specs, funny thing though, it felt totally different, much less lagtime from throttle mash to acceleration, and downshifts seem better placed, go figure....
