Default RH head front side bolt holes free on 99 up?

Does anyone know if the 4 bolt holes on the front side of the passengers head are used for anything on the 99 and up trucks? I have an 03 and they are all free but need to know about other years as well. I am planning on making a bracket that uses these as mounting points and want it to fit 99 and up trucks... Thanks in advance!

Thanks guys, anyone have any closer shots of that area by chance? Wonder if I make the plate thin enough if it would slip behind that egr crap and not mess anything up....
