can you get a cam that originally has say a 112-114 centerline with say .550ish lift ground to a 116-117 centerline??

would this affect perfromance in any way?

Not possible. I'm assuming you mean LSA and not intake centerline? A wider LSA will have less overlap, be easier to tune, sound closer to stock, and have a broader powerband.

LSA and ICL are constant in a cam and can not be reground...

Any reground cam is not a good idea. Do a search on it.
