On the top of the coolent that there is a piece of wire loom i really never looked at Well it runs from a nipple at the top to the side of the tank. Then its open? Is this just a overflow vent or what?

Yep I have to agree, if I'm understanding your post correctly you are talking about a hose that runs from the filler neck of the overflow tank. That hose bleeds off excess coolant and drops it somewhere above the wheelwell I believe.

 

are you talking about the hose that runs from the top of the filler tank to behind the air filter box? if so yes it is an overflow.
