Need some advise on Truck performance

I've got a good friend that own's a 2000 swb, 2WD, regular cab. It's pretty much the stripped down model with crank windows etc. It's got the 5.3L in it and he's wanting to get it running better. He's taken it to the track once with stock tires etc and ran a 13.35 in the 1000ft. I'm figuring that's about a low 15 in the quarter. If we go with gears,(it's got a 3:42 now and he want's to go to 3:73's) a 3000 stall converter, and a predator tuner, could he get low 14's in the quarter out of it? If not, what else needs to be done? He's basically only got a K&N, and wheels and tires ( nice wheels at that, he owns a wheel and tire shop). He's want's to run with a guy here that has an older Lightning that runs 12's in the 1000 ft and to be able to run the Dakota R/T's

i would go 4.10's with an eaton posi unit instead of the 3.73's. put a yank 3000 in there, shift kit, intake system (upd seems to be a popular choice), underdrive pulleys, long tube headers, ls1 fans, predator or ls1edit, magnaflow exhaust, plugs & wires, port in polish throttle body, cam. if you are going for a older model lightning then add some juice or s/c. i am sure there are more things to do, and of course, all this will require a lot of money. hope it helps.
