on a 90 with TBI, they are setup lean and those mods will just be leaner so I doubt its rich unless he is running 15 psi on a stock rebuilt engine. A 350 has 61 lb/hr injectors set on 11.x psi and 210hp stock so its not likely he is rich but if he has done a cam or put bigger 454 injectors or cop car injectors then he shouldn't be rich on a stock engine then he is rich then.
What's his mods exactly?

well by say it's rich i guess that's what he means he says it smells like gas? (lol to myself because to me that doesn't mean anything other than he spilled some gas when he refueledLOL) anyways that's what he said i believe he changed the injectors because of this reason.

Yea I doubt he is rich....those 61 lb/hr injectors are setup lean from GM to begin with with 11.x psi esp, if the engine was rebuilt to stock specs....however, if he put a bigger cam in it then it could be rich at idle but it would be very lean in the upper end.
