Default Flood/Salvage/Non-Repair Title Registration Question

Hello,
I am looking to purchase a vehicle (Full Size Silverado) which has been in a flood... in other words, late model, looks "nice" but is otherwise totaled, probably from a salvage auction or similar. Especially after this hurricane, some good deals may be available. My plan is to gut it, remove the engine, transmission, most of the electronics and rebuild it as an all electric truck, most of the "Factory" functionalities will be replicated but not using original electronics.

Anyway, I am concerned about being able to to properly title and register it. There are a number of title codes depenidng on the state but some examples are below:
  • LA CERTIFICATE OF DESTRUCTION (Bill of sale or export only)
  • TX FLOOD SALVAGE VEHICLE TITLE
  • GA BILL OF SALE - PARTS ONLY
  • TX FLOOD NON REPAIR/KILLS VIN

It appears there is an attempt to prevent these vehicles from being repaired, title washed and resold as used. However, in my case that is clearly not what I am doing.

Looking for feedback on if there is a way to re-title these types of vehicles, "salvage" or "Flood" on the title is fine, I just want to be able to register and drive it for personal use.

Any input is appreciated!
