c3 boost problem

c3 boost problem
My buddy just put a smaller pulley on his powerdyne blower. Now he has no boost 
He said the max he seen with the larger pulley was 5 and when he switched he seen a max of 3.5 and then it just kept dropping off till it makes nothing. He plugged the bypass valve with no change
any idea's?
