Anyone looking for a cheap 5.3 Block?

I was a bit skeptical, but the guy has 0 neutral or bad reviews, and I've seen him sell several of these.
I don't know a lot about these gen4 blocks, could I put a Gen3 crank with the 24x reluctor wheel as long as I'm running a gen3 ECM?
