they look like LSx based head design to me... not two manifold pipes close together in the middle, but evenly spaced like an LSx would be

They're not Gen I/II SBC headers, the pipes are spaced differently and the bolt pattern is different.

Well E.O. means Executive Order for going CARB (Cali Air Resourse Board)...they'll be 50 state legal.
