Default Is a 4.00" stroke better than a 4.125" stroke?

I have been doing some research on stroker combinations. I read somewhere that it's best for the stroke to be smaller than the bore in a large inch engine. What do you guys think of this. Why else wouldn't everyone want max cubic inches and build 422" motors. Are there big differences in revs between a 4.00" based 409, and a 4.125" based 422?

Let's have some clarification people.

It doesn't have anything to do with the bore size,it has to do with the area available between the pin and the top of the piston for ring placement. On a motor with a 4.125" stroke there's not enough room for the rings without the pin intruding oil control ring groove.
