2006 2500HD, why so slow?

This probably sounds stupid but here we go.
What does the torque management do? How does it slow the truck down?
What does the PCM do? How does it slow the truck down?
Would the purchase of a programmer/tuner fix this?
Sorry if it sounds stupid, I am clueless when it comes to electronics.
Would mods like headers/exhaust, intake, TB, e-fans, pullies and maybe a high flow water pump and cooler TS help with this problem.

hp tuners all the way. I was not that go with tuning at first, but the hp forum is so helpful. they answer all your questions. hp is the best rout in my book, because it gives you a chance to retune with futher upgrades. unlike taking it to a tuner and haveing to pay each time, like my buddies.
