I made my own harness off the GM harness drawing that you posted. I did a small write up about my install.(https://www.performancetrucks.net/fo...d.php?t=437058)
I have it tied into my PCM using the 2 pin setup. I'm not sure exactly how Justin at 'BlackbearPerformance' tuned it but I thing it's really similar to the GM tune. Only had it installed for one year, so far it only comes on low(LS1 fans). I also have manual controls tied into my harness with leds.

-Situations were I seen voltage drop-
1) Small amount when I turned both fans on low at idle (small).
2) Big amount when I turned them both to high at idle.
3) Big amount when I turned both fans from low to high at idle.
4) Big amount when I only turned my passenger side fan on high at idle.

When I say "I noticed a large voltage drop" I mean the typical dash lights dimming, head lights dimming, and load being put on engine(timing).
Also all of these conditions were at Idle I seemed alittle bitter when you were actuall moving(higher rpms).

Not sure if the new truck fans are more efficient then the old LS1 fans.
