Default 04 HPP3 Tuner ???

Is the HPP3 for 04's VIN locked? I know the predators arent VIN locked. I am curious because my nieghbor has a HPP3. I figured I would try it out if it isnt locked.

As long as the truck it was tuned on has been programed back to stock it should work. The older predators VIN locked but i dont think Hypertech ever has.
