Here are some pictures of the jig I made. One thing that isn't present in the photos that I added was a 3/16" dowel pin hole to keep the jig from spinning on the hubs and brake rotors while I was drilling them.
I took a 1/2" thick billet specialties wheel spacer with a 5 on 4 3/4" bolt circle and enlarged the holes with a 3/4" unibit on a drill press. The guide bushings I got from grainger, sized 9/16" for the brake rotors and 29/64" for the hubs to allow for 1/2" ARP screw in wheel studs. I highly recommend a good brand of tap for threading the hubs and tap the plugged holes last since the hardened wheel stud tends to dull the tap. The triangle under the hub assembly allowed me too clamp the backside of the hub to my drill press and keep it flat.
