Default Verter showing TCC PWM in 1st

I was always under the impression TC does not lock in 1st. With the 60e to fresh rebuilt 80e swap with Road Runner 2800-3200 converter I am seeing TCC PWM reaching 99% in 1st. Come to a stop and it goes to 0%.

Any thoughts?

Here is a quick WOT snap shot from HP tuners. You can clearly see the verter PWM climbing in 1st.

Here is another at part throttle showing it locking.

This was with all factory 80E lock up settings. If commanded TCC PWM off, it will not lock at part throttle or WOT.

Not sure what is going on.
