Default ubolt top plate?

Hey guys I'm just finishing up my 2 project trucks. Both have a stock leaf setup (no flip kit)

One is my 2004 sierra and it has this loose plate ontop of the leaf springs that the ubolts sit in (I'm assuming to prevent it from sliding).

As I'm buttoning up my 2002 that has Belltech 5952 lowering leaf springs that the previous owner installed I noticed it doesn't have these plates which is weird to me. The u bolts are just sitting ontop of a flat plate of the leaf spring. I'm curious if I need to get some or is it acceptable to run without them?
