Not sure as far as how much considering diff places charge diff prices.. My T400 for my pro street car I have 2100 into it, that has been some time since I bought it.. It has a manual rev body, a brake in it.. I would think that safe bet would be built for built the 400 would run you about 500 more.. Again not a builder, but just from what I have seen out there..

If you're under 650hp I would go with a 350 IMO. I have never had a TH400 that didn't seem to hose 3rd gear after awhile... We have TH350's in NA 9 and 8 sec cars with no problem.

isn't the only major difference between the 700 and 350/400 that the 700 has overdrive?

No a TH350 is completely different than a 700R4.... 350 is alot stronger trans IMO. The 3-4 clutch pack on the 700R4 is a junk setup.

no a 60e is a hell of alot better trans than a 700r4 anyday. They are total junk! 350 turbo for the win. I got my tci 350 turbo with shift kit and race valve bodie from advance for around 750 i think. Hell of a trans. Blowed motor up and parted out truck and trans is still going to this day.
