TC lockup issues

The TC lock up solenoid gets grounded to lock right?
Today as i was getting off the highway on the off ramp the truck felt like it was pushing and wouldn't coast. Viewing the TC slip on my aerforce gage it looks the the tc is trying to lock at all possible times. when i use the brakes its like the truck is fighting me. it will slip, then lock, then slip. Some times you can hear a thunk when it unlocks.
Second time i drove it today it still felt like it was locking all the time, but when you tap the break while cruising it instantly start slipp about 100-150 rpm. That confuses me because earlier in the day it was fighting me when i used the brake. On the upshifit it unlocks but then tries to lock asap after the shift. I would think if the solenoid was grounding all the time it wouldn;t unlock with my breaks... any idea?
On the upside I get much better mileage on the instant readout.
