With slicks 13.3 is most likely doable, 60' ft times make a big difference.

i ran 13.4s on street tires spinning with a 2.2 60ft...........

If you can't hook it it means nothing.. Just get a good set of slicks on it, run it.. Plenty of guys going fast with out the bars on there truck..

okay i will do that then.... but that 13.4 it was w/o cam, gears, injectors,and 1 7/8 headers, and i had the stall already milled heads and p&p heads on street tires spinning..............
