The bill claims it is a Detroit locker...

Looks like 14 bolt detroit locker to me.

Also, summit list the part number as 225C135A, which matches part of the casting.

I'm fairly confident you are experiencing normal locker operation. Which is why lots of folks go trutrac or posi. On the upside, its nearly indestructible.
