Does this only happen on lowered vehicles? Shackles only or shackle and hanger?

take them off. no need to have them if you don't haul anything. will help at the track too.

Yes it will, been there done that.
I actually used a metabo and cut the overload off leaving abount six inches under the perch. If you remove a leaf your rear end will lift up.
