You didn't mention the size of the tires for the 16" and 17" wheels. My stock tires on my 16" wheels are 255/70-16, which is 30.1" in diameter (height). The Z71 17" tires are 265/70-17, which is 31.6" in diameter. This is a 5.2% difference, enough to affect the speedometer reading. You may have different size tires so this calculation may not apply to you. You can use this simple tire calculator to compare tire sizes:

your tire height (in inches) = (the first number)* (second number)*0.000787. then add diameter
so a 305/70/16 would be 305*70* 0.000787 +16 or 32.81''

The 255/70/16's that I had on my '01 were about 1/2 inch shorter than the 245/70/17's that came on my '05.
You can use Trey's formula to calculate any tire height, just remember to change the 16 to whatever the wheel diameter is that you are using.
