Are these accelerating from 60 like a roll race or recording 60-130 on a running start?

It's just recording 60-130. You can't start right at 60 because it will already start recording when the GPS sees your speed hit 60 and you'll have skewed data. You can start from any speed you want, even from a dig. But most people start like a roll race from 40-50 mph. For my run, I started at 50 mph.

 

I think my Racebox will do this but have never tried it. Out of curiosity, I looked back over some video from NOLA on the front straight to see my 60-130 time. I am exiting turn 16 right at 60 and not going wot till 85ish but was taking ~9 seconds to 130 per the go-pro gps.
