Default Over pressuring walbro 450 stock lines

So I recently installed a walbro 450 in stock bucket with stock feed and return. Stock regulator as well. 60# injectors. When I put a gauge on it goes to 65psi with the vacuum line on the regulator and goes to 63 or so when off. My question is has anybody else ran into this problem running the same pump? There seems to be a restriction somewhere in the return system. Is it the lines or maybe in the actual bucket somewhere? Any suggestions?

That big pump is probably overpowering the stock regulator.
