Open wastegate for better fuel economy

Has anyone here ever made their wastegate stay open on the highway for better fuel economy? I get really good fuel economy on level highways, but the hills on the way to St. Louis like to make my truck get into boost. I am sure this is killing my fuel economy.
On my setup, I have a 38mm Tial wastegate, but I also have a wastegated housing on my Holset turbo. Right now, I have this wastegate bolted shut; but I am thinking of putting the actuator back on it with a solenoid or some type of easy release to keep it open on the interstate. This should give me slightly more flow, possibly keeping the truck form getting into boost so easily on the interstate. This would be about the equivalent of taking the spring out of my Tial (not easy to do).
What are your thoughts?
