If your running the stock air box check a make sure it’s positioned correctly
and that the Air intakes to the box aren't obstructed.
My 2001 Suburban with the Side mount did the same thing and it was the air box was shifted blocking 30% of the airway.
Since then I opened up my fender well area and the air box and have no boost problems anymore.

Yeah i have a whole in the back end of the air box big enough to put my face in, so its breathing, and the blower sounds insanely good, only thing i could think of is a leak or like yall said a bypass actuator not working right,

Have you thought about moving the actuator by hand with the motor shut off and see if it moves freely and in it's full range of motion? The shaft should move 90 degrees I think. You may have to pull the vacume hose off to do this more easily? Just throwing out ideas.
