Is my turbo ok?

When I pulled my turbo off after the motor poped I noticed it doesn't free wheel like it did before. It was kinda tough to spin at first but it now spins pretty easy by hand but you can't just flick it and make it go.
So did I just crust oil up in it when the motor died after the hard run? Is there anyway to clean the shaft if this is the case? There is no side to side movement on it. That part is fine.

Pull your exhaust cover off. Make sure you did tweak the exhaust wheel with engine trash.
Seen it before. Engine popped. Turbo would still spin while running. Just really slow.
Had a pc of ring got jammed and grooved pretty good.
If oil burned to the shaft. You could push some clean stuff through it while spinning it.
See if it frees up.
But it might be time for a take down and clean up.

I had to rock it back and forth a couple times before it would spin. And there is still a catch to it when you spin it through. There might be something in it. It is quite old but I was hoping it was good.
