It depends on your fuel and tuning. 12 would be ok.. 15 is pushing your limits on a good tune.

I am thinking of ls6 cnc heads w/ ls6 springs, and ls6 cam.
The heads will lower the comp on the 5.3 to allow for more boost....
I also thought of doing a H/C/I NAWS ls6 engine instead of a blower setup

i thing he need to find a new hobby if he is need good gas mpg!! and if he is going to make some power he will need a new motor befor its all said a done!
but what tha hell....just buy them all and try one till you are happy...that is what i did....LOL

i got an ati procharger and love it!! easy to install and doesnt really kick in unless if you get on it so you cant even tell its there for everyday use and my mileage is the same with it on .... its a good solid kit. and it sounds sweet!!

Well If you want to surprise someone with a tahoe and get good gas milage your deaming just stop now. Best bang for the buck no such thing once you start modding you wont stop trust me. I started with exhaust and 3 months later my cc has $8500 on it and still going up.
but if you like get Long tubes,exhgaust,ory,maggie,gt2-3 cam,intake,flt LV5,3.1 pulley,tune. theres $8500 if you do all your own work. and should net you about 450+HP maybe closer to 500.
This is the same set up I'm working on and so far I have a grin everytime I step on it but let me tell you my gas milage when im goofing off is less than 10mpg.

I bought a vortech around a year ago that was used and my truck has over 100k on it. I have never had any problems and I get better gas mileage than I did before...... I hope I didnt just jinx myself. Good Luck!
