What spring(3.6psi, 5.8, etc.) do you have in your wastegate? If you have the 5.8 psi spring and you have the boost reference coming from the turbo to the wastgate then you could be getting 4 lbs because of the losses from the i/c. But you can get the reference from the brake booster instead and you will see a full 5.8 psi.
