So the gate is coming open or the boost wouldn't fall off?

I don't know for sure? The spring it came with is all I know. It does about 10-12psi on the spring alone. I know this turbo should easily do more then what I need.

The solenoid is mounted on the driver's side rear of the intake. Do you think that's too much hose length down to the wastegate? Probably 3'-4' on each hose.

I've got at least that much going to each turbo on mine. Two wastegates to control yet has no issue at all. I use the 4 port solenoid, though.

two port method 1, on the bottom of page 8, is more like the manual boost controller was hooked up.

Unless your solenoid is broken, I don't think its a solenoid problem.
