I'd check your fuel pressure from the lift pump. With the 02 the failure of the lift pump can kill the injector pump, which will lead to a hefty repair bill. The white smoke could be a faulty injector. I'd take it to a reputable diesel shop/dealer and get it checked out. The couple of hundred $$ it cost's you may save you a couple thousand $$ in repairs if you keep driving it the way it is.

How long has it been since you changed the fuel filter?

ive never changed the fuel filter ive put 20000 miles on it

now would be a good time, I changed mine every time I changed the oil filter, especially if you have ever ran bio diesel.

yep you got dead pedal syndrome...your lift pump took a ******* on you and is killing your injection pump...very very common on 98.5-02 cummins with the vp44...its almost a must to have a fuel pressure gauge on these trucks...changing your fuel filter might help but most likely the damage is done...
