You paid the PayPal fee correct? If so, you could initiate a case with them.

Ps. There's a bunch of cases of his crap if you google his user ID or phone, I usually do a quick search if something seems sketchy before I buy

yes, I opened a claim

Yep, you would have thought after all the years that I've spent on here . . . that I would have done that first, and I forgot all about it

Can the mods ban this user and his other screen name?

That dude got me as well a while back for a center console. PayPal made it right but took time.

received a refund. Stated that the 2nd account was his brothers account
Pay Pal shows it to be in process . . . hasn't hit the CC account yet
