Best handheld for towing?

My brother has a 99 F250 w/ 5.4 auto. He wants to get a handheld programmer for it; which one will give him the most HP and torque to tow a camper with. The truck has a high flow cat and a cat back and is about to get mid lenght headers and an intake tube.
