Default what is your part throttle shift up and down speeds?

does the down shift speed have to be lower than the upshift speed? for example, if my 1-2 upshift is at 12mph and my 2-1 downshift is at 13mph what would happen there?

You would not shift up until after 13mph. Both conditions have to be met before the shift will occur.
