Default TPS code, wont learn Idle

My truck is throwing the TPS code, and wont learn the idle. I'm leaning more to the IAC, but dont want to waste money parts swapping. Is there any way to test the TSP, or IAC? If I remember correctly, when I ported/polished my TB, the IAC was easy to compress, and it sprang back on its own. Its very stiff now, I'm not 100% sure what its suposed to do though. Thanks for the help.

You can test the TPS pretty easily:

I'm not familiar with the IAC operation.
