Starting System Circuit Description
Moving the ignition switch to the CRANK position sends a 12 V signal to the PCM Ignition Crank input. The PCM verifies that it has received a valid theft deterrent signal from the vehicle's Body Control Module and that the transmission is in the PARK or NEUTRAL position. The PCM then grounds the control circuit of the Start Enable Relay. When the Start Enable Relay is energized it completes the B+ voltage circuit to the starter solenoid S terminal.

If you let it sit, It would run fine for about 5 min and then start running rough with misfires. Then it wouldn't start or it would barely start and run very poorly.
We went through everything including replacing a fuel pump because it wasn't maintaining the proper pressure. In the End we figured it had to be the ECU. Something in side must have went bad. I never got to open it or see inside it. We Sourced a replacement, reflashed it, and it has run fine ever since.

I found used PCMs near me on car-parts for a reasonable price, even a couple listed as 2002. Since I'm such a tightwad, I really want a 2002 or 2000 PCM so I can program it myself. Does anyone know how to confirm the year from the tags on a used PCM? Do I have to make a bench harness and take it to the auto recycling yard?

I don't have any HPTuners credits.
I also don't think you have any HPTuners credits either. Unless you paid $600, 12 credits, to be able to license all 99-07 trucks you will have to buy a new license for the PCM anyway so no matter what 99-02 PCM you buy you are going to end up licensing it and then replacing the original tune with your current one.
There is a service ID that will tell you which PCM is the less knock retarding one. I don't remember that off hand, I have a thread on it somewhere I think, but that does not really matter if you specifically hunt down an 02 since all of them are the updated ones.

I think that my truck came with the pre-0411 PCM and Nelson Performance exchanged and updated me to a 2002.
I looked at my License Information and I have four paid licenses. One is specific vehicle, two credits, 1999 Silverado, note single vehicle. Details, there is the VIN for that vehicle.
Second one, six credits, 2000 Chevrolet Silverado. No notes, no Vin
Third one, six credits, 2002 Chevrolet Silverado. No notes, no Vin
Fourth one, specific vehicle, two credits, 2002 Chevrolet Silverado, no note, and the VIN of my truck
I think I had to pay for all of those licenses to change to a two bar, speed density OS back then
