Prosport Wideband Problem?

Finally got around to hooking up my Prosport Wideband (link below). I powered it up in open air to make sure it was getting a reading and that it was heating up. On first power up it was bouncing around between 17.2 and 16.1 in about 2 second intervals. I expected it to say 20 in open air. So I did the calibration process and it did the same thing. It kept doing this for a minute or two before I turned it off. Heater seemed to be working.
Then to test the sensor I put it in the tail pipe of my motorcycle, about 4" in, just to see if it would respond (I don't have an O2 bung for the wideband yet). It was in the tail pipe for a couple minutes and it was bouncing around between 14 and 16 fairly randomly. I pulled it out and then it was bouncing between 17 and 20 in about 2 second intervals.
Is this normal? Do they need to be very hot to read correctly?
