I was told you couldnt force a 99 vin into an 02 pcm, but could update a 99 pcm with an 02 os...that or someone seriously mislead me on that aspect

Depends on what tools you are using. HP Tuners won't let you create a VIN/OS mis match. Changing the VIN is not the same as flashing that VIN's OS in the PCM. I would use the 02 PCM with the 02 5.3 calibration and insert the 99 VIN# only into the 02 OS. I can do that. And yes you can flash any 99-02 Gen3 OS into any 99-02 blue/red connector PCM. At least I can. I have tools that will let me mis match VINs and OS. Once the mis match is created the newer version of HP Tuners will let you license it.
